When looking for a new refrigerator it can be a bit confusing to determine how efficient a refrigerator is. Most new refrigerators claim to be Energy Star qualified, but what does this really tell us other than that it’s similar to all the other Energy Star qualified refrigerators?

Occasionally manufacturers will also publish their CEE Tier ratings, but what are these? Is Tier 1 the best, or is Tier 3 better? This isn’t immediately clear, and rarely gets any clarifications on manufacturers’ or retailers’ websites.

Here we will delve into what Energy Star certification and CEE Tier ratings actually mean.

What is ENERGY STAR?

ENERGY STAR is the trusted, government-backed symbol for energy efficiency helping us all save money and protect the environment through energy-efficient products and practices.

The ENERGY STAR label was established to:

    Reduce greenhouse gas emissions and other pollutants caused by the inefficient use of energy; and
    Make it easy for consumers to identify and purchase energy-efficient products that offer savings on energy bills without sacrificing performance, features, and comfort.

CEE Energy Rating

CEE Star Tiers

One major CEE initiative is the Super-Efficient Home Appliance Initiative (SEHA), which provides specifications of super-efficiency by establishing tiers of energy performance manufacturers may choose to meet for washers, refrigerators, dishwashers, and room air conditioners.

While consumers have become familiar with the Energy Star rating and the process for appliances to qualify, the CEE tier remains a mystery to many. But it’s a rating that should not be ignored because it provides further details of energy efficiency, and that means energy savings to the consumer. According to Sears, “It uses the Energy Star rating coupled with the Modified Energy Factor (MEF) and Water Factor (WF) to assess energy efficiency.”

Here’s how the ranking works:

  • In most cases, CEE Tier 1 is the same as the qualification for an Energy Star rating. When there are higher tiers for a product, it means that higher performance is available, usually with a cost-effective payback period. Products that are ranked at Tier 1 or higher represent the top 25% of appliances on the market relative to energy efficiency.
  • Above Tier 1 are Tiers 2, 3, and 4. The higher the rating, the better the energy savings. Tier 3 represents a highly efficient household appliance.
  • CEE Advanced Tier is the highest possible ranking, and it is equivalent to Energy Star’s Most Efficient ranking.

Many products have been tagged with both the already popular Energy Star qualification and a CEE Energy Tier rating. A product that is highly rated by both Energy Star and CEE is likely to be extremely energy efficient.

This provides excellent energy efficiency information for consumers to make better choices when it comes to buying energy-saving appliances.

While CEE establishes advanced tiers of energy performance for appliances, consumers should understand that it does not administer any rebate programs, nor does it conduct appliance tests. Consumers should inquire about such energy programs, from their state or provincial efficiency agencies.

How Does EPA Choose which Products Earn the Label?

Products can earn the ENERGY STAR label by meeting the energy efficiency requirements set forth in ENERGY STAR product specifications. EPA establishes these specifications based on the following set of key guiding principles:

  • Product categories must contribute significant energy savings nationwide.
  • Certified products must deliver the features and performance demanded by consumers, in addition to increased energy efficiency.
  • If the certified product costs more than a conventional, less-efficient counterpart, purchasers will recover their investment in increased energy efficiency through utility bill savings, within a reasonable period of time.
  • Energy efficiency can be achieved through broadly available, non-proprietary technologies offered by more than one manufacturer.
  • Product energy consumption and performance can be measured and verified with testing.
  • Labeling would effectively differentiate products and be visible for purchasers.

How Does EPA decide when to Revise Specifications?

Generally, a market share of ENERGY STAR certified products in a particular category of 50 percent or higher will prompt consideration for a specification revision. However, there are other factors that weigh into the decision, such as:

  • A change in the Federal minimum efficiency standards.
  • Technological changes with advances in energy efficiency which allow a revised ENERGY STAR specification to capture additional savings.
  • Product availability
  • Significant issues with consumers realizing expected energy savings
  • Performance or quality issues
  • Issues with Test Procedures

Refrigerators & Freezers Key Product Criteria

The ENERGY STAR criteria for refrigerators, refrigerator-freezers, and freezers were changed on September 15, 2014.  The new criteria are as follows:

ENERGY STAR Certified Refrigerator & Freezer Eligibility

Products meeting the definition of an Electric Refrigerator, Electric Refrigerator-Freezer, or Freezer, including compact and built-in products are eligible for ENERGY STAR certification.  Freezers, Refrigerators, and Refrigerator-Freezers with total refrigerated volume exceeding 39 cubic feet are not eligible for ENERGY STAR.  Wine refrigerators and other products that do not meet the definition of an Electric Refrigerator or Electric Refrigerator-Freezer are not eligible for certification.

Federal Minimum Efficiency Standards

Under the National Appliance Energy Conservation Act, the U.S. Department of Energy (DOE) establishes maximum energy consumption standards for refrigerators and freezers.  The standards depend on the size, configuration, and functionality of the refrigerator or freezer, specifically:

  • Configuration: Side-by-Side, Top Freezer, Bottom Freezer, Single Door Refrigerators, Built-In Refrigerators, Chest Freezer, and Upright Freezer
  • Defrost: Automatic or Manual
  • Ice Maker: No-ice maker, automatic ice maker, through the door icemaker.

Bureau of Energy Efficiency

The Bureau of Energy Efficiency initiated the Standards & Labeling programme for equipment and appliances in 2006 to provide the consumer an informed choice about the energy saving and thereby the cost saving potential of the relevant marketed product. The energy efficiency labeling programs under BEE are intended to reduce the energy consumption of appliance without diminishing the services it provides to consumers.

The scheme is invoked for 21 equipment/appliances including 10 for which it is mandatory. The other appliances are presently under voluntary labeling phase. The estimated savings from these labeling programmes have been about 12000 MW since 2007.

Products notified under mandatory appliance

The following products have been notified under mandatory labeling.

  1. Frost Free (No-Frost) Refrigerator
  2. Tubular Fluorescent Lamps
  3. Room Air Conditioners
  4. Distribution Transformers
  5. Room Air Conditioners (Cassette, Floor Standing Tower, Ceiling, Corner AC)
  6. Direct Cool Refrigerator
  7. Electric Geysers
  8. Color TV
  9. Room Air Conditioners (Inverter type)
  10. LED lamps

Star Labelled Appliances

Energy ‘labeling’ is one of the most cost effective policy tools for improving energy efficiency and lowering energy cost of appliances/equipment for the consumers. The program has been developed in a collaborative and consensus driven approach with active participation from all the stakeholders.

What is Standards?

  1. Prescribe limits on the energy consumption (or minimum levels of the energy efficiency) of manufactured products. 
  2. “Standards” commonly encompasses two possible meanings:
  3.  well-defined test protocols to obtain a sufficiently accurate estimate
  4.  target limits on energy performance 

What is Label?

  1. Describes energy performance (in the form of energy use, efficiency or energy cost)
  2. “Labels” mainly give consumers the necessary information to make informed purchase. There are two types of labels:

Comparative Label

Allow consumers to compare the energy consumption of similar products, and factor lifetime running cost into their purchasing decision

Endorsement Label

Provide a ‘certification’ to inform prospective purchasers that the product is highly energy efficient for its category.

Energy Efficiency StandardsRefrigerators

The star level of the household frost free refrigerator shall be determined on the basis of star level parameters, constant multiplier (kWh/litre/year) – knf and constant fixed allowance (kWh/Year)- cnf, which shall be obtained from the Star level table, depending on the year of manufacturing or import or sale as specified in Table A and the Comparative Energy Consumption (CEC) and total adjusted storage volume for household frost free refrigerator (Vadj_tot_nf) shall be used to determine the star rating band and star rating of model, namely:—

Comparative Energy Consumption (CEC) = knf * Vadj_tot_nf + cnf

 Knf = Constant multiplier (kWh/Litre/Year)

Vadj_tot_nf = Total adjusted storage volume for household Frost Free Refrigerator(Litre)

Cnf = Constant fixed allowance (kWh/Year)
